يجب أن لا يؤدي القرار الصادر بمنح الرخصة أو رفضها إلى أي مما يلي:-
أ - تقييد المنافسة.
ب- دعم أو حماية احتكار أو وضع مهيمن لشخص أو أكثر.
ج- تقييد حرية النشاط الاقتصادي.
