الفصل السابع عشر
التظلــــــم
يحقق تطبيق مفهوم التظلم في الخدمة المدنية الغايات التالية:-
أ- تعزيز مبدأ الشفافية والعدالة والمساءلة وتكافؤ الفرص فيما يتعلق بحقوق الموظف.
ب- فتح قنوات الاتصال بين الموظفين من جهة ومختلف مستويات الإدارة من جهة أخرى في
الحالات التي تتطلب ذلك.
ج- الحد من المخالفات والتجاوزات المتعلقة بحقوق الموظف أو واجباته والتزاماته وضوابط
. العمل والسلوك الوظيفي
د- اتخاذ الإجراءات وتطويرها بما يمنع من تكرار التجاوزات والمخالفات ويساهم في مكافحة
الفساد.
