أ- تنشأ دائرة مستقلة تسمى (ديوان الخدمة المدنية) تعنى بشؤون الخدمة المدنية، ويتولى
إدارتها رئيس يرتبط برئيس الوزراء.
ب- يمارس رئيس الديوان صلاحيات الوزير في إدارة الشؤون المتعلقة بالديوان ويتولى أمين عام
الديوان صلاحيات رئيس الديوان عند غيابه أو شغور منصبه.
