اذا تبين لإدارة الترخيص وجود قيد يمنع نقل ملكية المركبة أو أن المركبة مرهونة فلا يجوز نقل
ملكيتها إلا بعد رفع القيد أو موافقة الدائن المرتهن أو فك الرهن عنها .
