الوظيفة العامة مسؤولية وأمانة محورها خدمة الوطن والمواطن تحكمها قواعد قانونية ومبادئ
أخلاقية وسلوكية ويتطلب حسن أدائها مسؤوليات على كل من الدائرة والموظف بما في ذلك
