أ- تحدد الدائرة الفائض والنقص في أعداد الموظفين بناءً على نتائج تخطيط الموارد البشرية
ودراسات عبء العمل وترفعها للهيئة.
ب- تقوم الهيئة بدراسة الفائض والنقص في الدوائر لإعادة توزيع الفائض والنقص بين الدوائر
بالتنسيق مع دائرة الموازنة العامة والتنسيب بذلك للمرجع المختص في الدائرة.
ج- في حال عدم موافقة المرجع المختص في الدائرة على توصية الهيئة بإعادة توزيع
الموظفين في ضوء الدراسة المشار إليها في الفقرة (أ) من هذه المادة يرفع رئيس الهيئة الأمر
إلى مجلس الوزراء لاتخاذ القرار المناسب.
