يتخذ المدير سجلا يوميا يثبت فيه بالارقام المتسلسلة وبالتتابع التصريحات والمستندات المقدمة
له وهو يسلم المستدعي
اشعارا بالتسلم يذكر فيه رقم السجل اليومي المسجل فيه تصريحه ورقم وتاريخ التسجيل في
هذا السجل. وان تاريخ التسجيل
هذا يحدد درجة الافضلية.
اذا كانت الطلبات المتعلقة بسفينة واحدة مقدمة في يوم واحد فان الساعة التي يودع فيها
الطلب تحدد درجة الافضلية للحقوق
المترتبة على تلك السفينة.
واذا قدمت في وقت واحد طلبات عدة تتعلق بسفينة واحدة فيذكر ذلك في السجل اليومي
وتسجل الحقوق متزاحمة.
