يشكل رئيس الديوان لجنة فنية من اربعة من اصحاب الخبرة والاختصاص من موظفي الديوان
ودائرة الموازنة العامة
ومندوب عن الدائرة المعنية تتم تسميتهم من المرجع المختص لدراسة مشروع جدول تشكيلات
الوظائف في الدوائر الحكومية والطلبات المقدمة
من الدائرة المتعلقة بالعمل الاضافي واي مهام اخرى تناط بها بموجب احكام هذا النظام ، و
يتولى الديوان اعمال سكرتاريا اللجنة وتقديم الدعم الاداري لتمكينها من القيام بمهامها.
