الفصل الثاني
مبادئ عامة
على الرغم مما ورد في أي نظام آخر، تسري أحكام هذا النظام على موظفي الدوائر المدرجة
وظائفهم ودرجاتهم ورواتبهم في جدول تشكيلات الوظائف الصادر بمقتضى قانون الموازنة
العامة او قانون موازنات الوحدات الحكومية او موازنة اي من الدوائر الأخرى.
