يتولى المدير، نيابة عن المستملك من غير البلديات،
مباشرة إجراءات الاستملاك المنصوص عليها في هذا
الفصل وممارسة الصلاحيات الممنوحة له بمقتضاه،
وتكون ملزمة للمستملك كما لو أنه قام بها بنفسه.
