( يستثنى من احكام المادة 13 ) من هذا القانون ، المطبوعات المتخصصة الصادرة عن الوزارات
والدوائر والمؤسسات الرسمية العامة والجامعات والمؤسسات الاهلية ذات النفع العام بناءً
على تنسيب الوزير ، والمطبوعات الصحفية التي يصدرها أي حزب سياسي .
