يجوز للمكتبات العامة و مراكز التوثيق غير التجارية و المعاهد التعليمية و المؤسسات العلمية
والثقافية
ان تنسخ اي مصنف بالتصوير الفوتوغرافي او بغيره وذلك دون اذن المؤلف و يشترط في ذلك ان
يكون النسخ وعدد النسخ مقصورا
على حاجة تلك المؤسسات وان لا يؤدي ذلك الى الحاق الضرر بحقوق مؤلف المصنف وان
لايتعارض ذلك مع الاستغلال العادي للمصنف
