يشترط في مالك المطبوعة الصحفية والمتخصصة مايلي:
أ- ان يكون أردني الجنسية او شركة يمتلكها اردنيون أو حزباً سياسياً اردنياً مسجلاً.
ب- غير محكوم بجناية أو بجنحة مخلة بالشرف والأخلاق العامة.
