يقرر الوزير طريقة التصرف بالمواد الاساسية العائدة للوزارة التي اصبحت غير صالحة للاستهلاك
البشري بإتلافها او ببيعها
لغايات الاستهلاك الحيواني بواسطة لجان يؤلفها لهذه الغاية.
