يجوز للجنة في الحالات الطارئة او المستعجلة وبموافقة مسبقة من الوزير توفير المواد الاساسية
عن طريق استدراج العروض
واذا لم يتحقق ذلك فيتم توفيرها بالشراء المباشر بالمفاوضة و التلزيم وفي جميع الحالات يتم
شراء هذه المواد بقرار
من مجلس الوزراء بناء على تنسيب الوزير.
